Liquid Transformer Standards

Among the various attributes a transformer can have is an insulating bath surrounding the windings that protects the liquid filled transformer from corrosion, overheating, and short-circuiting due to exposure to moisture. National Electric Code (NEC) classifies insulating fluids for liquid transformers into three classes:

Flammable
Less Flammable
Non-flammable

Classification is determined by the fire point of the insulation. Fire Point is defined as that temperature at which a self-sustaining flame is established so as to continue the burning of the insulating liquid. Lower fire points indicate ignition of the material is easier. Flash Point is another, related term. This is defined as the lowest temperature a liquid can provide an ignitable vapor/air mixture near the liquid. Flash point is different from fire point in that flash point does not require the fire to sustain, while fire point does. This means fire point is predictably higher by at least a few degrees than flash point.

Why the above terms are important in the manufacture of liquid transformers is that the liquid used must be of a quality that will have a flash point and fire point significantly high enough to retain its integrity at normal operational temperatures. It is highly preferable to also have enough fire resistance under unusual loads, circuit abnormalities, and surges from system failures and lightning strikes or accidents to retain its integrity and prevent fires or destruction of the liquid transformer. In the three classes above, these are further defined by the following temperature ranges:

Flammable = Flash and fire points below 300ْ C/575ْ F
Less Flammable = Flash and fire points above 300ْ C/575ْ F
Non-Flammable = None as yet available

Past practices included the use of Askarel; a non-flammable oil. However, since the EPA prohibited use of fluids containing PCBs, use of this product has been discontinued.

NEC Code Requirements

Ventilation for all transformers, either dry or liquid, is required such that it is adequate despite full load losses to the extent that a temperature rise exceeding the transformer rating is not incurred. Vent openings cannot be obstructed, meaning also, that a transformer cannot be placed against a wall.

According to the 2002 NEC, liquid transformers may be installed in buildings considered to be non-flammable. Additionally, no combustible materials may be stored in the area, as mandated by NEC 450.23, inclusive of all installations 35kV and below.

One of three conditions must prevail in any installation:

Containment of liquid must have either Underwriter Laboratories (UL) or Factory Mutual transformer seal of approval. (Factory Mutual is an insurance testing company similar to UL, that tests for fire hazards.)
It must have both auto extinguishment and liquid containment.
A vault must be used which, per NEC 450, Part III, includes:

4 inch concrete floor with no occupied space below
3 hour fire rating (A 1 hour fire rating may be applied if the vault is also protected by an automatic fire suppression system.)

Only those liquid transformer installations with flammable fluids are required without exception to have either a vault or automatic fire suppression. Rare exceptions to NEC 450.23 also exist which are covered in 450.26.

These include:

Mining equipment that is portable or mobile
Buildings not complying to NEC 450 detached and used for electric service only
Electric furnaces under 75kVA
Less than 112.5 kVA transformer size
AC or DC voltage and power not exceeding 600 volts. Primary and secondary voltage cannot exceed 600V.

Since the advent of Envirotemp liquid, it has been shown that no fires have been reported where it has been used. Consequently, UL, NEC and Factory Mutual suspended the requirements of fire walls, vaults and fire suppression systems where this liquid is used as the insulating liquid in a liquid transformer.

Secondary containment is used in all liquid transformers. This is to control environmental contamination by the bath oils used. A secondary containment system may be avoided if a secondary containment tank is included within the design of the liquid transformer. These must be made to specs approved by Factory Mutual standards.
